Sarah Fiona Phillips is an associate in the firm’s Administrative division. She appears at the Environmental Control Board handling code violations, and handles a wide variety of DHCR matters including rent overcharges, harassment, decrease in service complaints and applications for Certificate of No Harassment. She also performs due diligence for both buyers and sellers of multifamily properties.

Ms. Phillips began her career as a civil litigator, working in the San Francisco Bay Area on construction defect and Proposition 65 litigation from 1994-97. In 1998 she returned to NYC and began a legal career with the City of New York. She appeared before OATH ALJs and the NYC Police Department’s ALJs litigating administrative labor and employment matters. From 2004 through 2015, Ms. Phillips prosecuted administrative Building Code violations for the Department of Buildings before the Environmental Control Board and wrote successful appeals on a wide range of issues including illegal occupancy charges where there is no certificate of occupancy; transient/”AirBNB” use; safe crane operations; Local Law/façade maintenance and site safety requirements. In 2012, Ms. Phillips was voted the 2 nd Vice President of the Civil Service Bar Association, the union representing City Agency attorneys.

In 2015 Ms. Phillips left City government and returned to the private sector, working as an associate for a boutique real estate law firm. She handled a wide variety of DHCR matters, including rent overcharge, harassment, service decrease claims, PARs, MCIs, IAIs, rent restoration and service modification applications. She assisted clients with Certificate of No Harassment applications and performed due diligence for prospective buyers.

Ms. Phillips received her J.D. from SUNY Buffalo School of Law and is a graduate of Barnard College of Columbia University and Groton School. She is admitted in New York and California.
